Lastly, here is my translation of Producer Saito Yosuke’s greeting on the page listed above:

Greetings from the Producer

At long last, our dream of hosting another NieR concert has come true!

Last April marked the 5th Anniversary of NieR, and although the 6th Anniversary is approaching fast, this time we’d like to combine the deeply familiar melodies with the unveiling of new musical scores in this upcoming live concert.

During the Talk segment of the show, the development team, including Yoko Taro, will discuss some never-before-heard stories regarding the development of the original NieR as well as disclosing new information on “NieR: Automata”.

Certainly, for those who have time to spare, we would be more than pleased if you could join us.

Saito Yosuke, NieR Producer

As far as viewing the NicoLive broadcast from outside Japan, Yosuke Saito was recently asked on Twitter whether this could be possible:

It may depend on the country. Generally speaking, we’ve made it possible for those outside of Japan may still tune in, but it will all depend on which country you’re located in. For example, if you’re able to view NicoNico at all it should be fine; however, since NicoNico is a subsidiary of Dwango, I can’t say for sure if it will work. I’m very sorry.  — Producer Yosuke Saito

So, it appears as though the NicoNico Live Broadcast, although it may be possible to view internationally, if you don’t have some way to pay for it through the methods listed above, it may not be possible after all.
